Participation in the employment services program is open to blind and/or handicapped persons.The primary revenue source for the employment program is the "State Use Law" which requires the Commonwealth of Pennsylvania to purchase goods and services from workcenters for the handicapped if the workcenter can provide the goods and services at a fair market price and at a quality comparable to that from the private sector. All Rest Area, Photo I.D. and a majority of Janitorial and Micrographics contracts are the result of this law. However, businesses and individuals in the community have chosen Keystone Blind Association's workcenter to get the job done in wanting to help give jobs to disabled individuals.
